Getting Ahead of Opposition
A battery energy storage developer was facing a difficult community entry problem. Following high-profile BESS safety incidents nationally, their projects were encountering organized opposition at the permitting stage that was proving difficult to counter once it gained momentum.
We designed a research program that simulated the permitting environment before the client actually entered it. Focus groups structured as mock public hearings surfaced the specific safety concerns, community priorities, and opposition arguments most likely to emerge in real proceedings. Polling then tested messaging and engagement approaches against a representative sample of the target community.
The findings gave the client a clear picture of where majority support was achievable, what it would take to earn and hold it, and how to engage proactively before opposition could consolidate. The resulting strategy is now guiding their community engagement — and early indicators suggest it is working.
